International stuent scholarship

Hi, I'm a Korean highschool senior in the Philippines, homeschooling with an American DVD homeschool program.
Since both of my parents are missionaries/pastors, I need a scholarship that can afford both my tuition and room&board.

I have two questions:

1. Do you offer the presidential scholarship or Chancellor scholarship to international (homeschooled) students like me?
2. Do I have to take TOEFL, even though I've been taking American high school curriculum for four years and already have taken SAT?

I've got 1950 in SAT (Critical Reading and Math) and have aroung 3.9 to 4.0 GPA.
