VSF Tribunal Decision - Tynan-Eyre Cup Final


30 October 2002





The Victorian Soccer Federation Tribunal met last


night to hear the misconduct charges against Preston


Lions SC that resulted from the match played on


September 15th 2002 against South Melbourne SC at the


Tynan-Eyre Cup Final. Preston Lions SC pleaded guilty


to the charges.




The Tribunal imposed the following penalties:




1) Club fined the sum of $10,000.00.




2) Club placed on a bond to be of good behaviour in


the sum of $10,000.00 for the period until 29 October


2003.




3) Club ordered to pay compensation to the South


Melbourne SC for damage caused to signage at Bob Jane


Stadium.




4) Club ordered to provide 12 marshalls at all home


games for the whole of season 2003 with such marshalls


to be clearly identifiable to the public at large and


to be specifically identifiable to the match inspector


of each home match or the referee in the event that no


match inspector is in attendance. Each such marshall


must have attended the counselling session referred to


herein.




5) Club ordered to attend, in General Meeting of the


Club, a counselling program to be provided by or at


the instigation of the Victorian Soccer Federation.




6) Club ordered to provide, at the expense of the


Club, an education program for its members and


supporters as directed by the VSF.




It is noted:




1) That the club has been advised of the consequences


of further breaches of a similar nature, including the


possibility of an order for expulsion of the club from


the VSF.




2) For conduct to constitute a breach of the bond


imposed herein proven allegations must be of a similar


nature or gravity to the charges alleged herein.




VSF, Chief Executive Officer, Geoff Miles said “This


decision of the Tribunal is a significant deterrent


and warning that the VSF expects the Preston Lions SC


to take appropriate action that will make a difference


in the behaviour of their supporters.”




“For a community club operating at this level of sport


the fine is significant. The imposition of a bond and


the notice given to the club of the likely consequence


of expulsion for any future misconduct sends a clear


message.”




“The acceptance by the club of responsibility for


taking the necessary action to eradicate unacceptable


behaviour by their supporters, is a positive step


forward.”




“The VSF has undertaken to work with the Preston Lions


SC to conduct the education and counselling as


directed by the VSF Tribunal. We are confident that


this approach will produce a positive outcome.”
