Don't we need a first terminal operating at more than 10% capacity before a second terminal would be required?

If you listen carefully, Carwyn Jones does say that there is talk of a second TEMPORARY terminal. Presumably just for while the championship is happening.

So that's what they plan to do with the big blue tent...
