CAV Starter Motor Question

The front plate of the starter has a recess machined behind the base of where the unsealed open ball bearing sits.

I didn't find anything in this recess upon disassembly but I was wondering if there was supposed to be some sort of dust shield /seal? Perhaps thin felt saturated in oil or such like?

Would anyone know?
