Hi, There are many reasons for an engine to smoke but if it's not to bad I would live with it until it gets excessive . As for lack of power you could re check your valve tappet clearances. If things are no better then do a wet and dry compression test (dry first then again but this time put a few strokes of oil from an oil can into each bore) compair the readings. If you get significantly better reading after the wet test that is an indication of poor valves and you may well be as you suggest require a de coke and valves re grinding.
If there is little or no difference between the two and the readings are low it could be rings. As you mentioned that you have been giving the engine short stationary runs this could through condensation cause your rings to stick in there grooves. Before you strip anything down try putting some diesel oil down into the bores which if they are stuck may possibly free them.
You also mention a new dizzy. Have you got the timing correct. Mark the position it is at present then slacked the clamping bolt. Start your engine and get things to running tempreture then rotate the dizzy a little in both directions until you get a nice even running. Once done don't forget to retighten.
You may also need to check your carb settings but make sure your ignition timing is correct first.
Over the years I have found it is much better to check most things before stripping down then try the simplistic things first before starting major work.

If ring problems the recent posts "loss of compression" canvassed most externally fixable situations.

There are few devices better than that diagnostic tool protruding from the radiator for identifying stuck rings, burned valves and other compression failings.

Update.......
Have weakened mixture by 1/4 turn and seems less smokey and a bit more go ,will run like that for a bit and put some neat super unleaded in next time
