I found a brake drum I had was missing the 3 countersink screw holes,I thought they all had them ?

I found a brake drum I had was missing the 3 countersink screw holes, I thought they all had them?
Up to 1928 the brake drums were not attached to the hubs so didn't have the countersunk holes. The outer hub flange holes were countersunk and the small 1/4 BSF screws (BL19) were shorter.
