Starting handle assembly

Good Morning all, I'm just reassembling the starting handle back on after refitting the radiator on my 1930 rl saloon and wondered where the washer (BD204) goes. Does it go on the shaft before I fit the spring or after?

I have always fitted these before the spring is inserted.
