Because it's a tractor it is better to blow the hot gases away from the driver. I "inherited" an incomplete Kubota B6000 mini tractor into which I fitted a Fiat 127 engine. (We do some strange things sometimes). I put the original Fiat electric fan on the front of the radiator, thus it sucks air forward. Works well, and because I directed the exhaust into the air stream in front of the fan it blows all the exhaust gases away.

I would agree with David- the fan belt is vertical so the drive is from a pulley on the crankshaft.
The fan turns clockwise viewed from the front, pulling air in through the radiator core.
