I would suggest that it is the plug that screws out of the outer hub to allow greasing, see below:

Nope
Rear hubs still intact as are the greasing plugs.
Need to check front ones.
Why the scallop?

Could it be the plug that holds the carburettor linkage ball joint in place?
Don't think that this would have the scallop in that position though.

It is a front hub greasing plug. The reason for the scallop is someone has pulled the outer hub off without removing it first. The scallop is caused by it being pulled over the 3/4" ball race.
