Absolutely. I get really annoyed at people who deliberately destroy a vehicles history in this way. I have tried to get the DVLA to agree to a binding, all time declaration of non-transferability of the registration numbers on my cars but they refuse absolutely. The FBHVC have also tried on several occasions but they too have met a brick wall. It seems the DVLA are only interested in the income from transfer fees.
