Windscreen Catch

Re: 1935 Ruby. The windscreen catch has a small channel into which a rectangular rubber buffer is inserted. However, on my car the rubber buffer doesn't come up against any surface in either the open or closed position. What is the purpose of this buffer, or am I missing a piece or have an incorrect catch? I know this is minutia, but I'd like to know!
