Did Austins Finally Start to Learn?

I've just stripped the engine from our 1938 Pearl (engine no.285805) and noticed that the block base is different than any I have seen before. The web seems to be a little thicker and extended and scalloped on the offside. Have a look at the photos.
Was this in answer to the inherent weaknesses of the blocks? If so a bit late!
Has anyone else seen this?

I have blocks like this Martin, I assumed they were from late engines.
