Option 3
Exempt 40 year old ‘VHIs’ from annual testing and introduce a ‘VHI’ certification process to ensure a vehicle has not been substantially changed (could be based on self-certification or independent inspection or a combination). This is the preferred option.

The consultation suggests a 2018 implementation. The cut off date for the substantial change is 1988.

If things go with the preferred option, we shall all have to optain certs to prove historical interest and no substantial change since 1988. Easy if you have a box saloon. A little more problematic for those who run pretend ulsters and specials given the present dificulties with the DVLA, given that their system is proposed.


As it looks from the document that they are leaning towards using the existing "8 point rule" as to what would constitute a VHI (Vehicle of Historic Interest -their jargon) A7 Specials & replicas, even those with Reliant etc. motors fitted should be OK. Spaceframed "Rubies" with modern suspension and the like might have a problem though.

Let's ensure that we don't get sailed down the wrong route by unrepresentative "research" from the FBHVC - as with the MOT exemption.

I've filled in the questionaire and sent it in but I'm not sure what some of the answers should be, especially regarding HGV and PSV.

It is well worth reading through and responding. The last time changes to licensing were considered, the response from three-wheeler owners made a considerable difference as the DVLA had claimed incorrectly that they had referred to owners clubs.
